Example 1, the site works on highly sensitive material as an independent silo suggests keeping everything local with device control/on premise PC (think Apple's next secret product).
Example 2, the site or plant has similar shared processes/systems as other sites in the company, so sharing the data/results with experts from other sites or a corporate control center suggests putting everything on a cloud (think Coca cola bottling plants)
General industrial trend is to move everything to the cloud as it offers the greatest flexibility in expansion size, backup/reliability, remote accessibility, and cost.
